know. >> it took hours of cursing, screaming and debate, but this morning oakland has finally made a decision on a very controversial proposal to reduce violent crime. it is now poised to hire one of the best known policing experts in america, bill bratton. nbc bay area's christie smith spoke with them this morning. she joins us with more. good morning. >> reporter: good morning to you, marla. the message coming out of the oakland police department this morning is that oakland has only one police chief, howard jordan, that bill bratton will offer advice on how to reduce crime here. doesn't have to be what worked in new york or l.a., but boy, there is a lot of doubt. the 2:00 a.m. vote brought a mix of relief and anger. the city council approved a contract hiring high profile police chief bill bratton to help oakland get a handle on violent crime, but opponents say his aggressive style just won't work here. >> i think that the zero tolerance also has this really destabilizing effect on communities. it relies a lot on kind of massive police sweeps and high numbers of arrests. >> repo
oakland. tonight, we are getting eyewitness accounts of what stopped traffic on interstate 8-80 yesterday afternoon. a bunch of cars parked along the freeway watching others spinning out. but as kron four's philippe djegal reports. this video may help investigators catch the criminals. (engine roars) >> reporter: a longtime california highway patrol spokesperson says this was even suprising to her. cellphone video uploaded onto youtube. shows spectators stopping their cars on interstate 8- 80 north in oakland. with the oh-dot-co coliseum and oracle areana in the background. recording a sideshow. mostly young men spinning donuts while traiffc sits still. creating a traffic mess for at least two minutes. this is another angle of it. >> "wow. stopping the whole freeway." >> reporter: and, it's not just one car spinning out. there are several. >> "only in oaklnd." >> reporter: the california highway patrol says it received a call about the sideshow at around 3-20 in the afternoon. one officer responded. several others then followed on motorcyles and cars. right now. a police chase that ended with the dramatic car crash in oakland just a few hours ago. six people rushed to the hospital as we just got word that one of the passengers, they have died. ktvu alex savage is live for us, including the man hunt underway right now. alex? >> reporter: police at this point are looking for the driver of the suv, but i also want to tell you here that the sergeant on scene, they have confirmed toney a 19-year-old man was killed in this crash here. he was a passenger inside this stolen suv you're looking at right now. it was being chased this morning by chp officers. the suv was packed with eight people inside, coming down this hill when the driver lost control and slammed into a tree. here was the scene around 3:30 this morning here on the drive in oakland. paramedics transported six passengers with various injuries. one of them later died. the pursue all began when police tried topping this suv when the driver of the suv took off. chp officers picked up the pursuit on the freeway in oakland. it's unclear if alcohol was involved here, but the sergean

high school in east oakland. juliette goodrich is in oakland tonight. juliette, looks like 2013 is coming in the way 2012 went out. >> reporter: ken, these suspects still at large. it has been a chaotic and very deadly day today in oakland. we're talking about four reported homicides in a span of six hours today. this latest deadly incident phoned in at 8:15 tonight. chopper 5 giving you some pictures above the crime scene. it happened along 94th avenue on hillside street. neighbors reported hearing 20 to 30 gunshots. police are looking for the suspects. bullet casings are found everywhere in the area. one man is confirmed dead. now, this is following three other homicides. those three homicides happening within a two-hour time period today, this afternoon. tonight, police are looking for the suspects in all of today's homicides. there have been no arrests. but they are especially concentrating their efforts along 94th avenue, where this latest deadly shooting occurred. police still remain at the scene at 94th avenue. we are here at the eas

] >>> a police officer is shot and wounded in oakland for the second time this week and tonight we're asking witnesses what happened this time. good evening everyone i'm frank somerville. >> i'm gasia mikaelian in for julie haener. it started with a car crash. we can tell you a uniformed police officer now has a bullet wound in his leg. amber lee live right now there at the shooting scene in oakland's fruitvale neighborhood. >> reporter: this is still a very active scene. what started as a car crash involving that burgundy camaro and that suv ended in the shooting of a police officer. a 26-year-old oakland woman was driving this dark green impala with her 19-year-old brother. she told me they collided with a red camaro that ran a stop sign. he said the other driver who identified himself as carlos got out of the camaro and asked if the brother and sister were okay. then he started acting quote, jitter -- jittery and started pacing. shortly after police arrived he took off. the officers at the scene went to investigate. four more shots followed. >> one offer was fired upon by the suspect. ev
